INTRODUCTION

The service was registered with the Care Commission on 1st April 2002. A maximum of 60 children aged from 0 - 5 years can be cared for. The service operates from 08:00 hours to 18:00 hours, Monday to Friday throughout the year.

The accommodation comprised of 3 main rooms, 1 quiet/sensory room, appropriate toilet facilities, kitchen, office, staff accommodation and outdoor areas.

The aims and objectives statement was reflective of good childcare practice.

 

BASIS OF REPORT

The service was inspected after receiving a Regulatory Support Assessment (RSA) to determine what level of support was necessary. The RSA is an assessment undertaken by the CCO which considers: complaints activity, changes in the provision of the service, nature of notifications made to the Care Commission by the service, action taken upon requirements etc.

This service was required to have a low level of support that resulted in an inspection based on the National Care Standards for early education and childcare up to the age of 16 inspection themes and any recommendations and requirements from previous inspections, complaint or other regulatory activity.

Before the visit:

  • The manager submitted a paper annual return and self evaluation document to the Care Commission.

During the visit which took place 21 November 2006, the Care Commission Officer spoke with:

  • The service manager
  • The manager
  • 9 Staff
  • 8 Children

The Care Commission Officer also looked at a range of policies, procedures and records including the following:

  • Insurance Certificate
  • Child Protection policy
  • Planning records
  • Staff records
  • Menus

Observations of practice as well as an examination of the premises also took place.

The Care Commission Officer took all of the above into account and reported on whether the service was meeting the requirements associated with The Regulation of Care (Requirements as to Care Services) Regulations 2002 [SSI 2002 114] and the following National Care Standards for early education and childcare up to the age of 16:

  • Standard 3: Health and well-being 3.1, 3.2, and 3.4
  • Standard 7: A Caring Environment 7.3 and 7.6
  • Standard 12: Confidence in Staff 12.1 and 12.2

In particular the inspection focused on the following themes:
Safer recruitment, nutrition, tooth brushing, child protection and caring for
children under three years.

 

ACTION TAKEN ON REQUIREMENTS IN LAST INSPECTION REPORT

COMMENT ON SELF-EVALUATION

The self evaluation document contained a number of the service's strengths and some areas for development within the service. These were consistent with the Officer's findings.

 

VIEWS OF SERVICE USERS

Through discussions with, and observations of the children present during the inspection visit, they were happy and secure in the service. Older children were keen to discuss their experiences.

 

VIEWS OF CARERS

Thirteen service user questionnaires were returned to the Care Commission. All stated that they were happy/very happy with the service overall. Comments included: "I feel the staff know my son very well. They know his likes and dislikes and always treat him as an individual" and "I am very happy with the way staff look after my child". National Care Standards

3 Early Education and Childcare up to the age of 16 - Health and Wellbeing
Strengths

Information on children, including arrangements for the provision of food is sought at the start of placement and regularly updated through communication with parents. Staff encouraged open communication with parents formally and informally. A key worker system was in operation. An informative notice board was available for service users.

Staff had a clear understanding of their role and responsibility in protecting children from harm, abuse, bullying and neglect. They were familiar with the service's Child Protection policy. Parents were provided with access to copies of this. The completed questionnaires supported this. A copy of the Framework for Standards Protecting Children and Young People were available to staff. Procedures were in place for absent children. Staff had taken part in Child Protection training. In-house training is regularly provided.

A Copy of the nutritional guidance for early years: food choice for children aged 1- 5 in early education and childcare settings was available. Staff had used this to review practice and encouraged healthy eating through working with parents and children. Account was taken of ethnic, cultural and dietary requirements. Comments within a parent's questionnaire supported this. A range of meals, snacks and drinks were provided, in line with the guidance. Menus were displayed. Appropriate hygiene practices were applied.
Toothbrushing practices were implemented. Information was available to service users. Staff had received training from the local oral health promotion team.

Areas for development:

A copy of the local Area Child Protection Committee Child Protection guidelines to be obtained and used to support current child protection procedures (see recommendation 1).

 

7 Early Education and Childcare up to the age of 16 - A Caring Environment
Strengths

A warm and caring ethos was evident during the inspection visit. The children present were observed to be confident and well settled in the service. Staff responded appropriately to their needs and wishes.

Account was taken of the children and parents/carers knowledge, views, needs and preferences when planning the programmes and experiences. Staff described a positive approach towards working with parents/carers and valued contributions made. Daily communications helped support this. They were also aware of the need to continually assess the development needs of children.

Copies of the national guidelines birth to three: supporting our youngest children were available. Management and staff had utilised the birth to three: supporting relationships, responsive care and respect training pack during in-house training. Staff spoke positively of this and implemented a wide range of experiences in line with the guidelines.

Areas for development:

Management stated current planning and recording methods for under three's were in the early stages of implementation and would continue to be developed as new guidance becomes available.

Confidence in Staff

Strengths

Satisfactory recruitment procedures were in place. All staff held or were working towards appropriate qualifications. Appropriate ratios of staff to children were in place. Staff were deployed effectively. Procedures were in place for staff development and review. Staff were well supported in their professional development and given opportunities to take part in a range of training courses.

Staff had copies of the Scottish Social service Council's Codes of Practice and were familiar with their responsibilities. The provider, management team and staff were aware of the timescales and requirements for registration. Policies and procedures had been reviewed in line with the Scottish Social service Council's Codes of Practice.

Areas for development:

None identified at this time.
